Position Title: Monitoring and Evaluation Specialist
Location(s): Ranchi, Jharkhand ACTC: consolidated 35000 PM professional fees. Exp range: About 2-3 years of demonstrated experience in Monitoring and Evaluation assignments Specifications: Age range: Above 27 years Qualification: Preferred: • Working with Govt. department and understanding on Govt. Planning process is desirable • IT literate – proficiency in MS Office particularly Excel (essential), SPSS or other data analysis software (desirable); • Demonstrate competence in a variety of computer applications, including database, spreadsheet and word processing programs. • Ability to adjust to changing priorities and meet deadlines. • Exposure on flagship schemes, their MIS, gaps in MIS etc. (essential) • Good understanding of MDGs, targets, indicators ( essential) • Excellent networking skills with community members, Government and Non-Government functionaries required. • Good numerical, analytical skills, interpretation skills with a deep knowledge of the Jharkhand State • Excellent skills in verbal and written Hindi and English and documentation is desirable Acceptable: • At least a master degree in Social Science/ MBA from an reputed institute/College/University Job Description/Responsibilities: • Support the monitoring and evaluation activities, identifying the key performance indicators and parameters for monitoring of the flagship programmes and schemes. • Identify gaps in existing MIS of flagship programmes • M&E tools design and implementation • Good understanding of key social policies, MDGs, targets, indicators • Establish DevInfo as a tool for evidence-based planning and decision making • Identify the plan and prioritize for excluded populations eg. tribals • Review existing policies related to key sectors • Develop capacity building plan to facilitate State level functionaries to strengthen areas like use of data for planning and implementation, monitoring and evaluation • Coordinate and facilitate research and documentation for policy level decision making. • Create a resource pool (database) of institutions, academia, research institutions, and trainers who would undertake assignments on studies/surveys/evaluations, participatory Planning, monitoring, evaluation at the state level • Ensure documentation of best practices and success stories. • Any other responsibilities as and when will be asked by the Principal Secy., nodal officer of Planning and development Dept. and M&E Officer, UNICEF |
