Project Director

Location: New Delhi

Project Director will be responsible for ensuring achievement of Round 9 project objectives, strategies and targets, according to plan.  S/he will be accountable for all aspects of project management, including strategic planning, financial and budgetary oversight, timely and quality implementation of activities, and stakeholder coordination to ensure that the implemented activities will contribute to the broader national strategy.  S/he will report to the Caritas India management—the Head of Department, Assistant Executive Director, Executive Director, as necessary and apprise them on the Round 9 project.


Specific Responsibilities:

 

·        Provide leadership and managerial oversight to the project team and consortium partners (Sub-Recipients) and other stakeholders for effective implementation of the Round 9 project.

·        Lead designing, implementation, monitoring and evaluation of malaria control related activities as defined in the project work plan to achieve the performance framework targets, including establishing robust internal processes and systems.

·        Lead internal and external project review and planning on a periodic basis and advise on mid-course corrections, as necessary.

·        Coordinate with the National Vector Borne Diseases Control Programme (NVBDCP) of Government of India--the key principal recipient of Round 9 grant for malaria control and their sub-recipients/ sub sub recipients—the state and district vector borne diseases control authorities regarding resource support according to the plan and capacity development of project personnel, volunteers.  

·        Coordinate with GFATM team and Local Fund Agent on Round 9 project progress, review.

·        Supervise grant management including preparation of grant disbursement request and grant release within and across PR2 consortium, as planned and appropriate.

·        Ensure quality service delivery by Caritas India and its partner organizations in line with the policies and guidelines of NVBDCP.

·        Coordinate organization of the Round 9 project steering committee meeting on review of progress of project and quarterly work plan.

·        Guide preparation and submission of reports as mandated by GFATM and India CCM.

·        Participate in GFATM related meetings, consultations, seminars, as necessary.

·        Guide and participate in capacity development activities for project personnel, volunteers at national, regional, and district levels.

·        Supervise project personnel. Supervisory responsibilities will include but will not be limited to: regular meeting with supervisees to discuss issues, track progress, provide guidance and support, and ensure consistent quality of work performed; communicating and ensuring adherence to Caritas India and NVBDCP policies, guidelines, and values; development of staff skills and knowledge; approval of time sheets/ travel plan, etc.; and facilitating supervisee success, whenever possible.

·        Undertake field visits, to exchange critical and technical information, resolve project implementation issues, and ensure results are achieved as planned.

·        Supervise consolidation of M&E/ MIS action plan, its dissemination, facilitate development/fine tuning of M&E/MIS SOPs, forms, checklists.

·        Advise on establishment of M&E/ MIS systems and processes and implementation of M&E/MIS as per plan and advise on streamlining reporting/recording/tracking.

·        Consult M&E experts for developing additional indicators for measurement of critical processes, outputs, as deemed appropriate for different levels.

·        Ensure timely availability of funding, logistics, etc at sub-national levels.

·        Perform any other duties related to Round 9 project, as necessary.

Qualification and Experience

• An advanced degree (minimum master’s degree) in relevant discipline including public health, public administration, management, business administration, social sciences, or any development related field; • 10 years of experience in development projects, particularly civil society projects in public health domain (preferably related to malaria control); • Experience in designing, implementing, monitoring and evaluating projects; • Proven familiarity with GFATM project operations and ability to effectively coordinate with the Government of India, GFATM and their Local Fund Agent and partner organizations; • Knowledge of national and international goals, programmes, updates, etc. related to malaria control; • Understanding of social, economic, cultural and political context of the northeastern states.

• Conceptual, analytic, decision making and presentation and advocacy skills; • Ability to identify existing or potential problems and innovate solutions for varying situations; • Excellent project management skills and leadership skills to provide strategic guidance and support to teams; • Track record of undertaking a range of tasks simultaneously, adherence to time lines and ensuring delivery of quality services and reports in addition to effectively engaging with partners and donors; • Demonstrated outstanding level of professionalism in providing technical and management support, including ability to lead strategic planning, results-based management and reporting and exercise good judgment, discretion, tact, and diplomacy; • Sound ethics including the protection of proprietary and confidential information; • Flexibility in time management in view of impromptu work expectations; • Excellent interpersonal skills; • High quality written and verbal communication skills in English; • Superior interpersonal skills including professionalism and a cooperative attitude; • Ability to interact effectively, both outside and within the Caritas India; • Proficiency in standard statistical package(s) like, SPSS/ STATA/ Epi-info, etc. and MS Office Suite Applications (Word, PowerPoint, Outlook, Excel, etc.), other analytical software; and project management tools; • Ability to work as part of a multidisciplinary team with various counterparts by maintaining strong working relationships.

 

Length of Assignment


The assignment will initially be for two years (including six months probation), with the possibility of subsequent extension should Caritas India deem this to be desirable. 

 

Travel

Project Director will be expected to travel extensively in the northeastern states of India and should be available for meetings with partners/ donors, as necessary.
