Location: New Delhi
Under the direction and supervision of the Project Director for GFATM Round 9 project, the Project Manager coordinates the daily activities of the project within Caritas India and across partners and stakeholders, and provides support for effective implementation of projects in order to assure the achievement of planned milestones and targets of the project. Specific Responsibilities: · Support formulation of implementation strategy, plan including roles/responsibilities of all stakeholders (SRs, SSRs, National Programme, CCM, Civil Society, etc). · Coordinate programmatic, financial management and M&E of project. · In coordination with the SRs, and all partners, ensure timely execution of the project activities according to plan and ensure that expected results are delivered according to timelines. · Undertake field visits, to exchange critical and technical information, resolve project implementation issues, and ensure results are achieved as planned. · Maintain effective partnership and coordinate with NVBDCP, state/ district VBDC authorities, Regional Office for Health & Family Welfare, GFATM, LFA, Country CCM, all implementing agencies, other stakeholders. · Establish internal procedures related to the planning, management of project and tracking; and oversee their compliance during the duration of the project. · Provide support in assessing capacity development needs of partners/ networks and assist in designing and implementing capacity development plan, reinforcing capacities for effective programme implementation. · Ensure orientation of project personnel/ consultants in Caritas India and GFATM policies, procedures and priorities. · Ensure timely submission of reports by the partners and timely preparation of reports for GFATM and the Local Fund Agent (LFA) · Prepare for various meetings/ consultations and participate, as necessary. Support Project Director in organization of Steering Committee meetings, Planning and Review meetings. · Support Project Director, Technical Manager and Experts in review of work plans, progress in project performance. · Support knowledge building and knowledge sharing across stakeholders. · Prepare synthesis of lessons learnt and best practices in project management. · Facilitate project review, evaluation, operational research, as undertaken by NVBDCP, other technical institutions, as necessary. · Provide support in designing grant portfolio for individual grantees (SRs) including negotiating terms of reference, timelines, milestones/ deliverables and coordinate contracts and agreements with the different partners and implementation of the same. · Document the process by which SRs/ SSRs are selected for awards and maintain correspondence on grant progress and modifications, if any. · Contribute to preparation of the Annual Report of the project. · Supervise consolidation of M&E/ MIS action plan, its dissemination, facilitate development/fine tuning of M&E/MIS SOPs, forms, checklists. · Advise on establishment of M&E/ MIS systems and processes and implementation of M&E/MIS as per plan and advise on streamlining reporting/recording/tracking. · Perform any other duties related to technical aspects of the Round 9 project, as necessary. Qualification and Experience • Master’s degree in relevant discipline including public health, public administration, management, business administration, social sciences, or any development related field; • 7 years of experience in development projects, particularly civil society projects in public health domain (preferably related to malaria control); • Experience in designing, implementing, monitoring and evaluating projects; • Proven familiarity with GFATM project operations and ability to effectively coordinate with the Government of India, GFATM and their Local Fund Agent and partner organizations; • Knowledge of national and international goals, programmes, updates, etc. related to malaria control; • Understanding of social, economic, cultural and political context of the northeastern states.
Skills • Conceptual, analytic, presentation and advocacy skills; • Ability to ensure results-based management and reporting; • Ability to identify existing or potential problems and innovate solutions for varying situations; • Excellent project management skills to provide support to teams; • Track record of undertaking a range of tasks simultaneously, adherence to time lines and ensuring delivery of quality services and reports in addition to effectively engaging with partners and donors; • Demonstrated outstanding level of professionalism in providing management support, including ability to exercise good judgment, discretion, tact, and diplomacy; • Sound ethics including the protection of proprietary and confidential information; • Flexibility in time management in view of impromptu work expectations; • High quality written and verbal communication skills in English; • Superior interpersonal skills including professionalism and a cooperative attitude; • Ability to interact effectively, both outside and within the Caritas India; • Proficiency in standard statistical package(s) like, SPSS/ STATA/ Epi-info, etc. and MS Office Suite Applications (Word, PowerPoint, Outlook, Excel, etc.), other analytical software; and project management tools; • Ability to work as part of a multidisciplinary team with various counterparts by maintaining strong working relationships.
