POSITION REFERENCE CODE: CON-DEMO POSITON TITLE: Consultant –Demographer POSITION VACANT: 1 LOCATION: Poverty and Human Development Monitoring Agency (PHDMA), an autonomous society of the Planning and Coordination Department, Government of Orissa, Bhubaneswar BACKGROUND: UNFPA supports countries in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV/AIDS, and every girl and woman is treated with dignity and respect. Further, the International Conference on Population and Development (ICPD) has emphasized the importance of valid, reliable, timely, culturally relevant and internationally comparable data for policy and programme development, implementation, monitoring and evaluation. In this context, UNFPA State Office, Orissa has evolved programmes aimed at strengthening the capacities of statistical officers in use of data for planning and monitoring development programmes and is working with the Planning and Coordination Department, Government of Orissa. In order to facilitate decentralized planning and monitoring related work of the department, a demographer with experience in working on inter-related discipline of population and development will be hired by UNFPA. Roles and responsibilities 1. Provide Technical Support in analyzing population and development data a. Analyze trends and patterns in the various indicators related to population and development b. Provide support to data processing from different data sources like census and surveys to enable decision making, planning and monitoring c. Initiate and co-ordinate the development of appropriate methods for obtaining relevant socio–demographic data and MDGs indicators derived from census, surveys and service statistics d. Provide support in generating and analyzing gender disaggregated data which would contribute to the knowledge on the position and role of gender in population and reproductive health programmes e. Develop and support systems to maintain data base related to population and development statistics f. Review programme reports, compile information to inform higher authorities on demographic aspects of health and family welfare programme g. Develop and disseminate data from the census, surveys and service statistics through development of reports for purposes of trainings and monitoring of the programme implementation h. Provide support in generating gender disaggregated data which would contribute to the knowledge on the position and role of gender in social and demographic process. i. Undertake field visits to the identified districts for validation of data. 2. Provide Technical support to PHDMA and Planning & Coordination Department for undertaking research, surveys and assessments a. Keep abreast with researches and studies on demography and development and prepare summary highlights for use of programme managers and policy makers b. Analyze programme review reports, identify bottlenecks and compile them for review c. Provide technical assistance in designing programme evaluation studies and conduct of qualitative and quantitative study to assess the impact of the population and development programmes d. Support and facilitate studies on population dynamics (urbanization and migration and ageing) and policy research and facilitate preparation of evidence based policy briefs e. Provide facilitative support to draft technical and research reports dealing with population growth and structure, fertility and contraception, health and mortality, migration and urbanization, poverty, education, employment etc f. Identify technical assistance needs and coordinate relevant technical support to the Ministry and States 3. Lead and facilitate UNFPAs programmes on population and development in the state 4. Undertake any other tasks as assigned by PHDMA, Planning and Coordination Department and UNFPA Minimum Qualifications • Master’s degree in demography/population studies, statistics or related social sciences; Experience and Competency: • Minimum three years of experience in research, monitoring, data processing and evaluation • Working knowledge of computers and familiarity with MS Office and Statistical Software. Strong writing and analytical skills • Good knowledge of research methods. • Proficiency in English and Oriya (reading, writing and communication). • Experience of working with governments • Experience in technical capacity building and/or training in use of data • Reading, writing and spoken communication skills in Oriya Reporting : The Consultant will report to the Special Secretary, Government of Orissa and Member-Secretary, PHDMA, Planning and Coordination Department. Also the consultant will regularly interact with UNFPA State Office and develop the Annual Work Plan related to her/his tasks/activities in consultation with PHDMA, the Department of Planning and Coordination. UNFPA along with PHDMA will review the work at pre-determined intervals. Duration of Contract: The consultant will be recruited initially for one year. The contract will be renewed based on performance. The contracts will be managed through a UNFPA appointed agency. Remuneration: Rs. 6 – 7 Lakhs per annum.
