Background:-
The Energy and Environment Unit (EEU) supports the Government of India in meeting their commitments under the Country Programme Action Plan (CPAP). The programmes in the Unit are organized around the thematic areas of Climate Change, Biodiversity Conservation, Land Degradation, Ozone Depleting Substances and Persistent Organic Pollutants. Projects in the respective thematic areas are implemented through UNDP’s core funds, bilateral and Government co financing and financing from Trust Funds like the Global Environment Facility (GEF) and Montreal Protocol. UNDP has developed a project titled “Supporting national development objectives with co-benefits of mitigating climate change”.

Ministry of Steel is implementing a project titled “Removal of barriers to energy efficiency improvements in the Steel Re-rolling mill sector in India supported by GEF-UNDP-Ministry of Steel (Government of India).

A Manager (Furnace) is required to assist the PMC Steel in implementation of Energy Conservation Technology options in SRRM units. She/he is responsible for overall supervision and management of all activities and in close interaction with other programs. He would report to National Project Coordinator/National Project Coordinator.

Reporting
The candidate will report to National Project Coordinator, PMC Steel.

Responsibilities and Tasks:-
• Participate and advise SRRM units during design meetings on furnace technologies identified by the PMC Steel.
• Identify, select SRRM based on the criteria set in consultation with other colleagues of PMC Steel
• Visit the selected SRRM units, make assessment of present energy consumption situation and suggest the possible measures
• Facilitate the identified agency to make baseline measurement in selected units
• Facilitate energy efficiency interventions/commissioning in selected SRRM units
• Facilitate post implementation measurements
• Facilitate assessment of energy saving and carbon dioxide reduction measurements and estimation and make it available for documentation, in Quarterly reports and Annual Reports.
• Inter department coordination for related tasks and be responsible for all the documentation of the selected units.

Deliverables and Timelines:-
Candidate will liaise to result into following deliverables and in the timeline mentioned in parenthesis;

i. Selection of model units -10 nos (5 by 30 Sept 2010, 5 more by 31 Dec 2010)
ii. Facilitate establishment of baseline parameters -10 nos (5 by 30 Sept 2010, 5 more by 31 Dec 2010)
iii. Facilitate Commissioning of model units - 10 nos (5 by 30 Sept 2010, 5 more by 31 Dec 2010)
iv. Establishment of post implementation parameters --10 nos (5 by 30 Sept 2010, 5 more by 31 Dec 2010)
v. Development of use of Biomass with Jatropha cake
vi. Provide inputs to quarterly report to be submitted by PMC steel to UNDP (by 30th of the each quarter close (30 Sept 2010, 31 Dec 2010)
Any other tasks assigned by National Project Director or National Project Coordinator

Educational Qualifications/Skills and Experience:-
a. Graduate in Engineering in Mechanical/Metallurgy/Chemical Engineering/ Ceramic Technology. Minimum of 7 to 10 years professional experience
b. Desirable: Experience in the Steel Re-rolling mills, furnaces in primary/secondary steel sector. Experience in preparation of approval and project reports concerning the reheating/melting furnace (s). Conversant in dealing with tenders in terms of Government/PSU rules. Autocad, MS Office, Prima Vera/MS Project, Working knowledge in computer.
c. Proficiency in written and spoken English; proficiency in regional language(s) spoken in the Project area is highly desirable.
