Under the direction and supervision of the Project Director for GFATM Round 9 project, the Manager—Technical will be responsible for providing overall technical guidance in planning, implementation and M&E of the Round 9 project. S/he should be able to interpret the technical policies and strategies of NVBDCP and ensure their adherence by the Caritas India consortium. S/he will report to the Project Director of the Round 9 grant.
Specific Responsibilities:
· Develop technical strategies for Round 9 project in line with those of NVBDCP and oversee their implementation in coordination with Caritas India consortium partners and NVBDCP, and state/ district VBDC authorities. · Develop/ customize technical, operational, M&E plan/ manuals for project planning, oversight and M&E in coordination with other experts and project personnel. · Develop quality assurance manual and accordingly set up systems for quality service delivery in coordination with M&E expert, other technical experts. · Prepare technical component of performance reports of Round 9 project in collaboration with Caritas India team members and SRs, as mandated by GFATM and India CCM. · Provide technical support in internal and external project review and planning on a periodic basis and assist the Project Director in charting mid-course corrections, as necessary. · Coordinate all technical assistance under the GFATM Round 9 work plan in the areas of prevention and control interventions. · Advise partners on strategies to be put in place to facilitate results-based project implementation. · Assess the programmatic impact and oversee the appropriateness and the accuracy of methods use to verify progress and the results · Assess capacity development needs and coordinate with the NVBDCP in planning and organizing capacity development activities for project personnel, volunteers at national, regional, and district levels. Provide technical inputs in developing/ customizing training modules for personnel, volunteers, private health care service providers. · Coordinate with GFATM team and Local Fund Agent on technical aspects of the Round 9 project. · Provide technical support during Round 9 project steering committee meetings on review of progress of project and quarterly work plan. · Participate in GFATM related technical meetings, consultations, seminars, as necessary. · Disseminate technical developments in the malaria prevention and disseminate the same to the implementing partner agencies through technical updates. · Access global best practices, share them with stakeholders and ensure their incorporation into the project. · Provide inputs to address the technical queries raised by LFA in order that the technical issues are sorted out · Prepare the technical portion of the Annual Report of the project. · Undertake field visits, to exchange critical and technical information, resolve project implementation issues, and ensure results are achieved as planned. · Consolidation of M&E/ MIS action plan, its dissemination, facilitate development/fine tuning of M&E/MIS SOPs, forms, checklists with M&E/ MIS experts. · Support establishment of M&E/ MIS systems and processes and implementation of M&E/MIS as per plan and advise on streamlining reporting/recording/tracking. · Provide inputs for developing additional indicators for measurement of critical processes, outputs, as deemed appropriate for different levels. · Perform any other duties related to technical aspects of the Round 9 project, as necessary.
Qualification and Experience
• MBBS with Master’s degree/diploma in Preventive and Social Medicine, Community Medicine, CHA, Public Health or related field • Minimum 7 years of experience in development projects, particularly in public health domain (preferably in malaria control programme) • Experience in providing technical guidance in designing, implementing, monitoring and evaluating project activities • Strong experience in epidemiology and understanding of routine health information systems and other M&E methods, as applied in public health programmes • Knowledge of national and international goals, programmes, updates, etc. related to malaria control • Preferably proven familiarity with GFATM project operations and ability to effectively coordinate with the Government of India, GFATM and their Local Fund Agent and partner organizations on technical aspects of project • Understanding of social, economic, cultural and political context of the northeastern states.

• Excellent technical skills to provide guidance and capacitate teams • Conceptual, analytic and presentation skills • Ability to provide innovative solutions for varying situations • Track record of undertaking a range of tasks simultaneously, adherence to time lines and ensuring delivery of quality reports in addition to effectively engaging with partners and donors on technical aspects • Flexibility in time management in view of impromptu work expectations • High quality written and verbal communication skills in English • Ability to interact effectively, both outside and within the Caritas India • Proficiency in standard statistical package(s) like, SPSS, STATA, SAS, Epi-info and MS Office Suite Applications (Word, PowerPoint, Outlook, Excel, etc.), other analytical software • Ability to work as part of a multidisciplinary team with various counterparts by maintaining strong working relationships.
Length of Assignment
Travel Manager-Technical will be expected to travel extensively in the northeastern states of India and should be available for meetings with partners/ donors, as necessary. |
