Location: New Delhi
Under the direction and supervision of the Project Director for GFATM Round 9 project, Manager—Grant and Finance will be responsible for overall grant and finance management, essentially including developing grant portfolio, liaisoning with grantees and supervising and monitoring performance of grants with respect to the activities, as agreed in coordination with project manager, technical manager and experts, finance and administrative personnel.
Specific Responsibilities
· Manage grant and finance functions of the Round 9 project and ensure the maintenance of financial integrity and compliance to the rules and regulations that are in force. · Prepare detailed budget drawing from Round 9 project budget and disaggregate by partners and time lines. Prepare detailed budgets and other statements required at different phases of the project. Break down budgets for various activities in consultation with team. · Develop the financial and accounting systems to be followed in the project by different partners. · Oversee preparation and submission of monthly financial statements (including expenses, receivable and payable); ensure timely submission of expense reports, bank reconciliations and fund transfer requests, as necessary. · Prepare monthly, quarterly and annual expenditures and prepare pipeline estimates for the project. · Prepare monthly cash requirements, monitoring cash flow and reconcile cash accounts in order to maintain appropriate cash balances for the project; manage and monitor performance of office petty cash system. · Capacity building at the different levels in order that the system is implemented effectively. · Ensure timely availability of funding, logistics, etc at all levels. Manage transfer of funds at the initial stage and in subsequent stages after assessing the utilization of the funds already released · Assess the financial performance of different partners and provide feedback for improving the performance or enhance their performance. · Preparation of quarterly funds position and utilization statements, to be submitted to Caritas India management and the GFATM · Facilitate the preparation of funding request statements to GFATM in order to obtain timely release of funds. Manage and answer queries from GFATM and LFA regarding the financial statements and other concerns. · Ensure annual audit of accounts of different partners and that of the project as a whole. · Ensure adherence to the financial regulation by all the partners who are part of the consortium. · Development of contracts and agreements with the different partners and implementation of the same. · Designing grant portfolio for individual grantees (SRs) including negotiating terms of reference, timelines, milestones/ deliverables. · Liaise with Round 9 grantees, manage, supervise and monitor performance/ utilization of grants with respect to the activities, reporting deliverables, and milestones, as agreed; in coordination with team members. · Monitor the utilization of funds. Analyze causes for over or under utilization in conformity to the agreed work plan. · Ensure that grantees comply with all GFATM reporting requirements. · Document the process by which SRs/ SSRs are selected for awards and maintain correspondence on grant progress and modifications, if any. · Track and prepare report on financial activities of the Round 9 grant with support from Finance and Accounts Assistant. · Ensure that grant related activities are in accordance with Caritas India and NVBDCP guidelines. · Contribute to the preparation of Annual Report of the project. · Complete payroll functions in order to ensure that staff are paid in an accurate and timely manner. · Coordinate with GFATM, LFA regarding grant relations management. · Perform any other duties related to the Round 9 project, as necessary.
Qualification and Experience
• Master’s degree in commerce, economics, finance management, business administration or related field or CA • 7 years of experience in development projects in relation to grant and finance management including budgeting, financial reporting and analysis • Preferably proven familiarity with GFATM project operations and ability to effectively coordinate with the Government of India, GFATM and their Local Fund Agent and partner organizations • Experience in capacity building on grant and finance management • Understanding of social, economic, cultural and political context of the northeastern states.

• Analytic and presentation skills • Track record of undertaking a range of tasks simultaneously, adherence to time lines and ensuring delivery of quality reports in addition to effectively engaging with partners and donors on grant and finance management • Sound ethics including the protection of proprietary and confidential information • Flexibility in time management in view of impromptu work expectations • High quality written and verbal communication skills in English • Strong coordination and negotiation skills • Excellent interpersonal skills including professionalism and a cooperative attitude • Ability to interact effectively, both outside and within the Caritas India; • Proficiency in standard financial software and reporting systems and MS Office Suite Applications (Word, PowerPoint, Outlook, Excel, etc) • Ability to work as part of a multidisciplinary team with various counterparts by maintaining strong working relationships.
Length of Assignment
Travel Manager-Grant and Finance will be expected to travel extensively in the northeastern states of India and should be available for meetings with partners/ donors, as necessary.
