National Behaviour Change Communication (BCC) OfficerPosted date: 21-Jul-2010
Location: New Delhi
Under the direction and supervision of the Project Manager and Manager--Technical, the National BCC Officer will be responsible for development/ customization of the BCC strategy, as appropriate and in line with that of the national programme; and planning, managing and tracking implementation of BCC in coordination with the Regional BCC Officer and other team members.
Specific Responsibilities
· Carry out research/assessment, as necessary, to understand the knowledge, awareness, beliefs and practices at the community level about malaria prevention and control, motivational barriers and keys for adoption of appropriate practices at individual/ family/ community levels as well as constraints in community ownership. · Assess effectiveness of different media in the field and facilitate focus on effective media. · Design BCC/ social mobilization activities/ campaigns drawing from research that will have reach and impact on the behavior change. · Design and develop messages and materials for use in the field for mid-media and inter personal communication in relation to prevention and control interventions and availability of services. · Plan, implement BCC/ social mobilization activities as per the strategic schedules. · Strengthen community leadership, community decision-making/ self-monitoring through innovative approaches and methods including engaging the community based structures/ networks. · Coordinate with partners for synchronization of different BCC activities/ campaigns in order that all of them provide the same thrust and result in desired behavior change. · Review the effectiveness of the BCC strategy periodically, as necessary and provide inputs for modifications. · Provide capacity building support at different levels for effective implementation of BCC activities and use of BCC materials. · Actively participate in M&E of BCC/ social mobilization activities and contribute to the development of Round 9 project newsletter. · Undertake field visits, to exchange critical and technical information, monitor/ resolve/ support BCC/ social mobilization related issues, and ensure results are achieved as planned. · Facilitate knowledge building and knowledge sharing through dissemination of experiences/ innovations/ best practices/ success stories in relation to BCC/ social mobilization. · Provide inputs to address the technical queries related to BCC/ social mobilization. · Prepare the BCC/ social mobilization related content of the Annual Report of the project. · Plan and monitor the implementation of communication activities in the field as per the strategic schedules developed · Perform any other duties related to BCC/ social mobilization aspects of the Round 9 project, as necessary.
Qualification and Experience
• Master’s degree in communication, social sciences, or related field • 5 years of experience in development projects, particularly in public health domain (preferably related to malaria control) • Experience in designing, implementing, monitoring and evaluating BCC, social mobilization and advocacy components in development projects • Excellent understanding of the potential of different media, especially at the grassroots level for effecting behavior change • Knowledge of national and international BCC and social mobilization related information, etc. especially focusing on malaria control • Understanding of social, economic, cultural and political context of the northeastern states.

•Conceptual, creative, analytic, presentation and advocacy skills • Ability to identify existing or potential problems and innovate solutions for varying situations • Excellent results-based implementation management and tracking skills • Track record of undertaking a range of tasks simultaneously, adherence to time lines and ensuring delivery of quality services and reports in addition to effectively engaging with partners and donors on BCC and social mobilization • Demonstrated outstanding level of professionalism in providing support for BCC and social mobilization • High quality written and verbal communication skills in English • Excellent interpersonal skills including professionalism and a cooperative attitude; • Ability to interact effectively, both outside and within the Caritas India; • Proficiency in standard MS Office Suite Applications (Word, PowerPoint, Outlook, Excel, etc. • Ability to work as part of a multidisciplinary team with various counterparts by maintaining strong working relationships.
Length of Assignment
Travel National BCC Officer will be expected to travel extensively in the northeastern states of India and should be available for meetings with partners/ donors, as necessary.
