Regional Project Manager

Location: Guwhati

Under the direction and supervision of the Project Director for GFATM Round 9 project, the Regional Project Manager will be responsible for the overall implementation planning and management and M&E of the project in the northeastern region.  S/he will coordinate with the sub-recipients and their networks on service delivery and ensure smooth functioning of the project.

 Specific Responsibilities

 

·         Contribute to formulation of project implementation strategy, plan including coordination with all stakeholders (SRs, SSRs, State/ District Vector Borne Diseases Control Authorities and concerned Regional Office of Health & Family Welfare of the Govt of India).

·         Liaise between national and district project teams for programmatic, financial, logistics management of project in the region.

·         In coordination with the regional offices of SRs and state/ district VBDC authorities, Regional Office for Health & Family Welfare, state/ district NRHM bodies ensure timely execution of the project activities according to plan.

·         Undertake field visits to review and resolve project implementation issues and ensure quality service delivery.

·         Coordinate with the state/ district VBDC authorities for planning requirements of health products such as LLIN and RDT and pharmaceutical products such as ACT and ensure timely availability at district level.

·         Provide support in establishment and consolidation of M&E/ MIS systems and processes and application and ensure timely and quality reporting/ recording/ tracking.

·         Support preparation of synthesis of lessons learnt and best practices in project management and knowledge building and knowledge sharing across stakeholders.

·         Facilitate project review, evaluation, operational research, as undertaken by NVBDCP, other technical institutions, as necessary.

·         Contribute to preparation of the project newsletter, Quarterly/ Annual Report of the project.

·         Supervise consolidation of M&E/ MIS action plan, its dissemination; facilitate development/fine tuning of M&E/MIS SOPs, forms, and checklists.

·         Advise on establishment of M&E/ MIS systems and processes and implementation of M&E/MIS as per plan and advice on streamlining reporting/recording/tracking.

·         Perform any other duties related to Round 9 project, as necessary.

 

Qualification and Experience

 

• Master’s degree in relevant discipline including public health, public administration, management, business administration, social sciences, or any development related field • 5 years of experience in development projects, particularly civil society projects in public health domain (preferably related to malaria control) • Experience in providing support to design, implement, monitor and evaluate projects • Proven familiarity with large scale project operations, experience in leading a team and project management • Ability to effectively coordinate with the State/ District Health Departments • Knowledge of national goals, programmes, updates, etc. preferably related to malaria control • Understanding of social, economic, cultural and political context of the northeastern states.

• Conceptual, analytic, presentation and advocacy skills • Ability to ensure results-based management and reporting • Ability to identify existing or potential problems and innovate solutions for varying situations • Excellent project management skills • Track record of undertaking a range of tasks simultaneously, adherence to time lines and ensuring delivery of quality services and reports in addition to effectively engaging with partners and donors; • Demonstrated outstanding level of professionalism in providing management support, including ability to exercise good judgment, discretion, tact, and diplomacy • Excellent written and verbal communication skills in English • Excellent interpersonal skills including professionalism and a cooperative attitude; • Ability to interact effectively, both outside and within the Caritas India; • Proficiency in standard MS Office Suite Applications (Word, PowerPoint, Outlook, Excel, etc.), other analytical software • Ability to work as part of a multidisciplinary team with various counterparts by maintaining strong working relationships.

 

Length of Assignment


The assignment will initially be for two years (including six months probation), with the possibility of subsequent extension should Caritas India deem this to be desirable. 

 

Travel

Regional Project Manager will be expected to travel extensively in the northeastern states of India and should be available for meetings with partners/ donors, as necessary.
