OF THE UNITED NATIONS Vacancy Announcement Number : FAO/IND/2010/003 Invites applications to hire a National Consultant – HPAI Surveillance on a Personal Services Agreement (PSA of duration of eleven months to be based in Delhi) The Food and Agriculture Organization of the United Nations (FAO) is inviting applications from candidates to fill the position of National Consultant – HPAI Surveillance in the FAO Delhi office. DUTIES AND RESPONSIBILITIES The Consultant shall operate under the overall supervision and responsibility of the Chief, Animal Health Service (AGAH), general technical supervision of the Emergency Centre for Transboundary Animal Diseases (ECTAD) Regional Manager based in the Regional Office for Asia and the Pacific (RAP) and the operational supervision of the Chief, Emergency Operations Service (TCEO). The incumbent will be under the direct supervision of the Chief Technical Adviser and the functional guidance of the Food and Agriculture Organization of the United Nations Representative (FAOR). He/she will be responsible for the following activities : • develop a surveillance plan as per FAO/World Organization for Animal Health (OIE) recommendations and suitable for prevailing conditions in India; • be responsible for project implementation, in collaboration with the National Project Coordinator and international and national consultants, including preparing a detailed work plan, preparing technical specification of project inputs and assuring their timely provision as well as liaising with concerned persons at central and provincial levels; • day to day monitoring of the surveillance activities in close collaboration with the national counterparts; • develop mechanism for data analysis and dissemination to all stake holders; • facilitate collaboration between international consultants and government authorities at all levels, central, state, municipal and village; • assist in and facilitate workshops and training sessions in collaboration with international/national consultants and national counterparts; • assist in the development of communication and training materials; • facilitate access to data and information pertinent to priority livestock diseases; • collaborate with the international consultants in preparing technical reports specified in the project document and other periodic reports as requested by the FAOR; • monitor the distribution and utilization of equipment and supplies supplied by FAO. MINIMUM REQUIREMENTS Candidates should meet the following : • A veterinarian graduated from a recognized university with a postgraduate degree in epidemiology/relevant discipline. • At least seven years of relevant field experience. • A nationally recognized expert in veterinary epidemiology, preferably with particular experience and exposure in the field of disease surveillance in the region. • Should be willing to travel. SELECTION CRITERIA Candidates will be assessed against the following: • Extent of experience in managing animal health related programmes in India. • Extent of experience developing and implementing capacity building/training programmes for veterinary workers. • Level of understanding and knowledge of avian influenza and other infectious diseases. • Level C of writing and communication skills in English and level of computer literacy. • Extent of knowledge of UN or other international or donor agencies. |
