OF THE UNITED NATIONS Vacancy Announcement Number : FAO/IND/2010/005 Invites applications to hire a National Operations Officer on a Personal Services Agreement (PSA of duration of eleven months to be based in Delhi) The Food and Agriculture Organization of the United Nations (FAO) is inviting applications from candidates to fill the position of National Operations Officer in the FAO Delhi office. DUTIES AND RESPONSIBILITIES The Officer shall operate under the operational supervision of the Chief, Emergency Operations Service (TCEO), the direct supervision of the Chief Technical Adviser (CTA) and the International Operations Officer. Under the functional guidance of the Food and Agriculture Organization of the United Nations Representative (FAOR), he/she will be responsible for the following activities : • organize, supervise and provide day-to-day operational support to the project in India contributing to the implementation of an effective Highly Pathogenic Avian Influenza (HPAI) control programme; • attend weekly and monthly HPAI Control Programme team coordination meetings and participate in addressing outstanding operational issues; • ensure consistency of project operations with the overall programme objectives; • assist with arrangements for incoming and outgoing missions (including procurement, monitoring and backstopping missions from headquarters and the Regional Office for Asia and the Pacific [RAP]); • participate on behalf of the team leader in various meetings organized for donor coordination and assist the team leader in the preparation of project briefs; • assist the Team Leader in the preparation of project progress and final reports; • liaise with donors on operational matters, particularly on budget revisions and progress reports; • liaise with TCEO Operations Officers in the RAP and in Rome on project operational issues; • supervise project administrative/operations staff to ensure timely delivery of the necessary inputs and logistic support consistent with the planned project work plans, detailed field activity plans and procurement plans; • oversee preparation of and monitoring of Field Budget Authorizations (FBAs) and initiate timely action for revisions and amendments; • supervise and monitor the implementation of efficient financial flow mechanisms and ensure timely availability of resources for the smooth implementation of project activities; • supervise and assist in the recruitment of project administrative staff; • submit an end of contract report; • perform other related duties as required. MINIMUM REQUIREMENTS Candidates should meet the following : • A post-graduate degree from a nationally/internationally recognized university. • Familiar with project management in the context of emergency operations with a focus on animal health issues. • Should be willing to travel. SELECTION CRITERIA Candidates will be assessed against the following : • Level of writing and communication skills in English and level of computer literacy. • Extent of knowledge of UN or other international or donor agencies. • Ability to work in a team with good interpersonal skills. • Extent of familiarity with the field programme of FAO or other agencies active in emergency assistance within the agricultural sector. • Level of managing complex field operations related to emergency situations. |
